New scheme BOT invites Bids for Highway upgardation

The Centre has invited bids for seven high-density road corridors under its build-operate-transfer (BOT) scheme for road upgradation, budgeted for the financial year '03-'04.

The corridors short-listed from a list of 23 include two in Maharashtra and Rajasthan, and one each in Jharkhand, Chattisgarh and Uttar Pradesh.

Worth Rs.90 -120 billion, these projects have attracted as many as 115 bids, from domestic construction players as well as several international players- primarily from Malaysia and Singapore.

The Ministry of Road Transport and Highways (MORT&H) is in charge of implementing this Rs.480-billion scheme, covering 622 km of roads, and is distinct from the on going Rs.580-billion National Highway Development Project

This impetus in India's infrastructural scenario is synchronous with an interesting study conducted by the Asian Institute of Transport and Development (AITD) that links infrastructure projects like building of highways with socio-economic well being and poverty ameliorisation. Based on a survey of 5,934 villages along the 264-km long stretch of National Highway-2, falling in the states of Uttar Pradesh, Bihar and Jharkhand, the study found the incidence of poverty within 5 km of the highway to be lower by 16 %. Highways are seen to bring to the villages opportunities for employment in non-agricultural areas, greater mobility, as well as better access to education and health facilities.
